There is throughout the EU a tendency to the fact that people in the last decades have fled from rural areas to stow together in big cities. Thereby, many villages and sparsely populated areas have been drained for residents and the areas are not an attractive place for new residents, businesses or tourists.

Therefore many people have considered in actions that make the areas more attractive for residents and businesses, and there is no doubt that NGOs in the field of art and culture can play a major role in these efforts. Arts and culture are helping to create community and unity that can save a village or an area from being rendered meaningless.

Inclusion in art and culture gives new life and creates responsible citizens. A vibrant cultural life and an enhanced community can create a sustainable society in which all citizens take responsibility for their own and others' lives and for society as a whole.

Therefore The National Association of Cultural Councils in Denmark finds it important to be a part of the Erasmus+ project “Spar”.


Der er i hele EU en tendens til, at folk i de sidste årtier er flygtet fra landdistrikterne til storbyer. Dermed er mange landsbyer og tyndt befolkede områder drænet for beboere, og områderne er ikke et attraktivt sted for nye beboere, virksomheder eller turister.

Derfor har mange mennesker overvejet tiltag, der gør områderne mere attraktive for beboere og virksomheder, og der er ingen tvivl om, at ngo'er inden for kunst og kultur kan spille en vigtig rolle i denne indsats. Kunst og kultur hjælper med til at skabe et fællesskab, der kan redde en landsby eller et område fra at blive gjort meningsløst.

Inklusion i kunst og kultur giver nyt liv og skaber ansvarlige borgere. Et levende kulturliv kan skabe et bæredygtigt samfund, hvor alle borgere tager ansvar for deres eget og andres liv og for samfundet som helhed.

Derfor finder Landsforening Kulturelle Samråd i Danmark det vigtigt at være en del af Erasmus + projektet "Spar".


General Secretary, Bente von Schindel has lots of experience with project work in a national as well as international context: The main projects have been the following:

2003 - 2005: A development project about art as growth potential for society and especially for the individual, supported by the Danish Ministry of Education.

2004 – : In collaboration with a wide range of European cultural organizations KSD has prepared and carried out the establishment of the European Network for amateur art and voluntary culture, Amateo.

2005: Main publication with contributions from Nordic and British researchers within the fields of art and culture was the book entitled: "Kunst af lyst", Kulturelle Samråd i Danmarks Forlag, 2005.

2005 – 2006: A project about art as part of people's life stories: What motivate them to spend so much time with art and why has art such a prominent role in their lives? supported by the Danish Ministry of Education. The main publication was the book entitled: "Kunstens rum", Kulturelle Samråd i Danmarks Forlag, 2006.

2008 - 2010: A developing project regarding documentation of values and goals in voluntary cultural organisations in cooperation with Interfolk, Institut for Civilsamfund, supported by the Danish Ministry of Culture. Main outcome: The Danish project Report, entitled: "Den Frie Kultur - paradigmestrid om læring, kunst og civilsamfund" Interfolks Forlag, 2010.

2009 – 2010: A mapping project with interviews with musicians, singers and conductors in order to illustrate what amateur music    and adult education has meant to them as professional artists. Main outcome: A book entitled: "Kunsten i os alle" Kulturelle Samråd i Danmarks Forlag, 2010.

2009 – 2011: Administrator of the Multilateral Grundtvig project, entitled "Learning Outcome of Amateur Culture" (LOAC). Supported by EU’s Executive Agency(EACEA).

2012 - 2014: Partner in the Grundtvig Learning Partnership, entitled “Art based learning and active ageing” (ART-AGE), supported by the Danish Agency for International Education.

2013 - 2015: Partner in the Grundtvig Multilateral Project, entitled “Culture guides for marginalised social groups" (GUIDE), supported by EU’s Executive Agency (EACEA).

2015 - : In collaboration with 11 Danish national cultural organisations within voluntary culture (organisations where volunteers organize, arrange, create frames, etc. for professional art, culture and heritage, general secretary Bente von Schindel has prepared and carried out the establishment of the Danish Umbrella organization“Det Frivillige Kulturelle Samråd”, DFKS (see www.dfks.dk) She is chairman of the organization.

2016: Partner in the pilot project, entitled “Arts and Culture on the Nordic Edge” (ARNE), supported by the Nordic Culture Point’s Culture and Art Programme, Capacity development. 

2016 – 2018: Partner in the NGO development project,  entitled “Voluntary culture as leverage of cross-cultural activities in sparsely populated areas” (LEVER), supported by the Nordic Council of Ministers’ NGO programme for the Baltic Sea Region. 

2016 – 2018: Partner in the Erasmus+ strategic partnerships, entitled “Develop curricula and training programmes for culture volunteers” (SPAR) supported by the Erasmus+ programme.

2016 – 2018: Partner in the Erasmus+ strategic partnerships, entitled “Develop curricula and training programmes for culture volunteers” (SPAR) supported by the Erasmus+ programme.

2016 - 2018: Administrator in the two year Nordplus Adult Development project, entitled "Curricula and training for culture volunteers in sparsely populated areas (SPARK)" supported by the Danish Agency of Higher Education.


Generalsekretær Bente von Schindel har stor erfaring med projektarbejde både nationalt og internationalt: De vigtigste projekter har været følgende:

2003 - 2005: Udgivelse af bogen "Kunst af lyst", Et udviklingsprojekt om kunst som vækstpotentiale for samfundet og især for den enkelte, støttet af Undervisningsministeriet og med bidrag fra nordiske og britiske forskere inden for kunst og kultur på Kulturelle Samråd i Danmarks Forlag, 2005.

2004 - : I samarbejde med en lang række europæiske kulturorganisationer har KSD udarbejdet og gennemført etableringen af det europæiske netværk for amatørkunst og frivillig kultur, Amateo.

2005 - 2006: Et projekt om kunst som en del af folks livshistorier: Hvad motiverer dem til at bruge så meget tid på kunst og hvorfor har kunst så en fremtrædende rolle i deres liv? Understøttet af Undervisningsministeriet. Hovedpublikationen var bogen "Kunstens rum", Kulturelle Samråd i Danmarks Forlag, 2006.

2008 - 2010: Et udviklingsprojekt om dokumentation af værdier og mål i frivillige kulturelle organisationer i samarbejde med Interfolk, Institut for Civilsamfund, støttet af Kulturministeriet. Hovedresultat: Den danske projektrapport med titlen: "Den Frie Kultur - Paradigmestrid om Læring, Kunst og Civilsamfund" Interfolks Forlag, 2010.

2009 - 2010: Et kortlægningsprojekt med interviews med musikere, sangere og ledere for at illustrere, hvad amatørmusik og voksenuddannelse har betydet for dem som professionelle kunstnere. Hovedresultat: En bog med titlen: "Kunsten i os alle", Kulturelle Samråd i Danmarks Forlag, 2010.

2009 - 2011: Administrator for det multilaterale Grundtvig-projekt med titlen "Learning Outcome of Amateur Culture" (LOAC). Understøttet af EU's Executive Agency (EACEA).

2012 - 2014: Partner i Grundtvig Learning Partnership med titlen "Kunstbaseret læring og aktiv aldring" (ART-AGE), støttet af Det Internationale Agentur for International Uddannelse.

2013 - 2015: Partner i Grundtvigs multilaterale projekt med titlen " Culture guides for marginalised social groups " (GUIDE), støttet af EU's Executive Agency (EACEA). 

2015 - : Bente von Schindel har i samarbejde med 11 danske kulturorganisationer inden for det frivillige kulturelle område (organisationer hvor frivillige organiserer, arrangerer, skaber rammer osv. for den professionelle kunst, kultur og kulturarv) forberedt og gennemført oprettelsen af den danske paraplyorganisation "Det Frivillige Kulturelle Samråd", DFKS (se www.dfks.dk) Hun er formand for organisationen.

2016: Partner i pilotprojektet med titlen "Arts and Culture on the Nordic Edge" (ARNE), støttet af Nordisk Kulturpunkts Kultur- og Kunstprogram, Kapacitetsudvikling.
